At the first Ibero-American ministerial meeting on digital transformation and AI, held in Madrid, the countries agreed to create the Ibero-American Artificial Intelligence Alliance. The document will be submitted to the XXX Ibero-American Summit of Heads of State and Government, on November 4 and 5 in Madrid.
Joining is voluntary and entails a public, financial, or in-kind contribution. The Alliance has three pillars:
🔹 Data: a federated Ibero-American Data Space, not a single database. Each country decides what information to share and under what conditions.
🔹 AI models in Spanish, Portuguese, other official languages and Indigenous languages, supported by initiatives such as ALIA (Spain), AMALIA (Portugal), LATAM GPT (Chile) and SoberanIA (Brazil).
🔹 Computing: cooperation to access computing capacity without creating new regional infrastructure.
The countries also signed the “Madrid Declaration” on rights in digital environments and endorsed non-binding Ibero-American standards for data protection and interoperability in digital government services.
“AI at the service of the more than 700 million people who live in Ibero-America,” said Minister for Digital Transformation Óscar López.
