The crypto law has finally passed the relevant committee of the Verkhovna Rada. But all the announcements leave out the key figure: how much you’ll pay.

The committee backed bill No. 10225-д with 20 votes. The second reading in the chamber is already scheduled for November, and the law is set to take effect on July 1, 2027.

What we know from the announcements:
• tax is levied on the difference between the purchase and sale prices, as with securities;
• crypto-to-crypto exchanges are not taxed;
profits of up to 1 minimum wage are tax-free;
• existing assets are eligible for a reduced 5% personal income tax rate through the end of 2028;
• exchanges and custodians will be authorized, with the NSSMC and the NBU acting as regulators;
• financial monitoring and checks on the origin of funds will be strengthened.

Now for what they didn’t say. The announcements don’t specify the general tax rate. In the first-reading version (September 2025), it was 18% personal income tax + 5% military levy, totaling 23%. Whether this has changed before the second reading is still unknown.

It’s also unclear what period the threshold of 1 minimum wage applies to: a month or a year—that’s a very different amount.

In other words, 5% is a window for existing assets. After that, a significantly higher rate will probably apply.

If you have $BTC from previous years: will you realize the profit by the end of 2028 at 5%, or hold on to it?
