📰 Web3 Morning News Brief | 11.5
━━━━━━━━━━━━━

🟥 Regulation & Macro
▪️ After US Democrats take control of both chambers of Congress, the Clarity Act will expire on January 3, 2027, unless it secures 60 Senate votes; market structure legislation may be renegotiated, putting further upward pressure on compliance costs for DeFi and tokenization projects.
▪️ South Korea plans to require virtual asset service providers to immediately notify the Financial Supervisory Service and the Financial Security Institute following security incidents. It also plans to submit the Digital Financial Security Act in Q1 2027, further formalizing custody, risk management, and consumer protection.

🟩 Projects & Ecosystem
▪️ EEZ has launched the Rollup X developer testnet, aiming to enable atomic cross-chain calls between Ethereum mainnet and its dedicated Rollup in a single transaction, with gas paid in ETH and no new token issued. Interoperability is moving from concept to testing.
▪️ LayerZero and 21X completed an institutional-grade order book pilot on the Zero private permissioned chain, achieving matching speeds of 10,000 transactions per second—up to roughly 45 times faster than the institutional EVM baseline—with matching and settlement completed in the same transaction. Competition to build institutional infrastructure for tokenized US stocks is heating up.

🟦 Capital & Markets
▪️ Coinbase says more than 99% of customer assets are held in offline cold storage, with mechanisms such as distributed keys and emergency stops. Meanwhile, Mercado Bitcoin announced a phased resumption of operations, and BitMart revealed a shortage of security staff. Exchange security remains an important factor in choosing where to hold funds.
▪️ JPMorgan Asset Management has included Bitcoin in its 2027 long-term capital market assumptions, with a baseline expected annual return of 10%, annualized volatility of 55%, and estimated correlation with US stocks of 33%. The institutional allocation narrative is improving, but high volatility and unstable correlations still need to be factored into risk budgets.

💡 Opportunity Watch
1️⃣ $BTC: Its inclusion in long-term institutional assumptions is a signal of allocation-oriented demand, not a guarantee of short-term price gains. The 10% return assumption and relatively low correlation support its role as a “risk diversification tool,” but 55% volatility means it may be better suited to phased, capped allocations, while tracking actual inflows into ETFs and custodial accounts.
2️⃣ $ETH: If Rollup X can consistently deliver on atomic cross-chain calls, it could improve the experience of DeFi and cross-chain applications. However, Wang Chun, co-founder of F2Pool, sold 6,200 wstETH at an average price of $2,390, receiving 18.5 million $USDC , while ETH rose from $2,315 to $2,440. Positive fundamentals and whale profit-taking are occurring side by side. In the short term, it is worth monitoring net ETH flows; a sale by a single address should not be taken as a direct sign of a trend reversal.
3️⃣ Tokenization & stablecoins: 21X’s high-frequency on-chain order book, along with Morgan Stanley’s efforts to advance the tokenization of US stocks and Treasuries through DTCC services, shows continued institutional demand for RWA infrastructure. Under current laws, this sector may be relatively better positioned to weather election cycles, but priority should go to tracking actual trading, settlement volumes, and regulatory implementation—not just hype around the concept.#RWA #Web3
