On November 3, France’s National Assembly passed an amendment targeting self-custody crypto wallets.
The amendment is included in the 2027 Finance Bill and would require the declaration of wallets held directly and not custodied by a crypto-asset service provider. The reporting threshold is: crypto assets in the wallet valued at €100,000 or more on December 31 of the reporting year. Failure to declare could result in a fine of up to €10,000. The bill is still at the first-reading stage in the National Assembly.
· The €100,000 threshold is based on the value as of December 31 each year, not the highest value at any point during the year.
· Note that this amendment has passed its first reading; further legislative steps remain before it can take effect.
