U.S. CFTC: Single-Stock Perpetual Futures Can Launch on Compliant Exchanges

According to a November 3 statement by CFTC Chair Selig and reports by Reuters and The Block:
1. Single-stock perpetuals (Equity Perps) have for the first time been approved for listing on CFTC-designated contract markets that are also registered with the SEC. As security futures, they are jointly regulated by the CFTC and SEC.
2. The U.S. had previously allowed Bitcoin perpetual futures; this move extends perpetual products from digital assets to individual stocks.
3. Reports say Kalshi, Coinbase Derivatives, Bitnomial, and others have filed rule submissions; the statement did not name specific exchanges, underlying assets, or launch dates.
4. Compliant products typically have stricter leverage limits and trading hours than offshore perpetuals; this does not mean offshore single-stock perpetuals are now open to U.S. residents.
