France’s National Assembly rejected two exit-tax proposals targeting unrealized crypto gains and postponed the vote on the revenue section of the 2027 budget for a second time. Official voting records show that the first proposal received 27 votes in favor, 55 against, and 1 abstention; the second received 31 in favor and 60 against. The proposals would have taxed unrealized crypto gains of people moving abroad with more than €800,000 in assets. The revenue section still has 758 amendments, and its first reading must be completed by November 17 at the latest (French National Assembly, Cointelegraph, November 3).

Rejecting the exit tax reduces one potential tax-related tail risk, but provisions on declaring self-custodied assets worth more than €100,000, tax-free payments under €1,000, and taxation of crypto-to-stablecoin conversions are still under discussion. The policy remains unsettled. Legislative uncertainty in France could affect how European investors choose where to hold assets and which trading routes to use.

Personal view: BTC has yet to strengthen on positive tax bill news. Binance snapshot on November 3 at 21:02: $77,372.01 (-0.487%), with a 24-hour range of $76,388.88–$78,254.17. If the 4-hour candle closes above $77,700 and a retest holds above $77,200, you could try going long, targeting $78,254 and $79,500, with a stop-loss at $76,700. If it breaks below $76,389 and fails to reclaim it on a bounce, watch $75,500 and $74,000, with a stop-loss at $77,800.

If the budget proposal later brings back the exit tax, or if the revenue provisions are rejected and trigger fresh institutional uncertainty, this positive catalyst could fade. Would this change how you hold your French assets?
