The Russians launched a complex, large-scale attack overnight, primarily targeting our critical infrastructure. The main targets were energy facilities—power plants and substations—in the regions of Odesa, Cherkasy, Zhytomyr, Vinnytsia, Kharkiv, Dnipro, Chernivtsi, Chernihiv, and Rivne. Emergency and unplanned power outages are still ongoing in many cities and communities. In Kharkiv, the Russians directly attacked a city clinical hospital. Seventy-three people were injured, and the cardiology department, where people were receiving treatment, was damaged.

Rescue operations also began yesterday in Komyshuvakha, Zaporizhzhia region. Tragically, the death toll has risen. Russia has killed 29 people. I offer my condolences to their families and loved ones. Five people were injured. People are still beneath the rubble. Rescue operations continue whenever the security situation allows—the threat of Russian double-tap strikes, which they always carry out so viciously, remains.

In just one night, the Russians launched 289 attack drones, 17 ballistic missiles, and 59 cruise missiles. Even now, air raid alerts are ongoing, and there is still a threat of new Russian missile and drone attacks.

All of this is happening on the day of the U.S. congressional elections, which makes the message all the more compelling. The Russians think the United States will not notice this signal. But this terror must be noticed and stopped. Ukraine must be helped to defend its skies, or Russia will never stop its missile attacks. Honest and reliable support for peacebuilding is crucial, and the United States can provide it. Thank you to everyone who will not remain silent about this Russian attack. Thank you to everyone supporting Ukraine’s defense. $JCT
