USDC becomes Europe’s first “significant” stablecoin—what does that mean?

Starting Nov 12, 2026 | Directly supervised by the EBA

The European Banking Authority (EBA) has designated Circle-issued USDC as the first “significant” e-money token (EMT) under the EU’s MiCA rules. USDC outranked 45 other tokens that had already been notified for this status.

1. Who oversees it — Starting November 12, 2026, the EBA will join France’s regulator, the ACPR, in directly supervising it.

2. What is reviewed — The focus is on reserve management, liquidity requirements, capital adequacy, and the mechanism for redeeming USDC for dollars.

3. What it means for the ecosystem — Providers of USDC-based wallets, cards, and payment services in Europe will likely face stricter reserve disclosure and liquidity requirements.

In short: major stablecoins are starting to be treated like systemically important financial institutions. For users, this is about reserve transparency, not a price signal. DYOR!
