Came across the Hong Kong SFC website: today it published its first Survey on the Use of and Readiness for Artificial Intelligence Among Large Institutions. Conducted in July and August, the survey covered 20 large financial institutions and 78 Hong Kong-affiliated licensed corporations, which together accounted for more than 75% of securities trading by licensed corporations in the first half of the year.

Key findings: 30% are already using agentic AI in business operations, and another 25% are piloting it; 95% expect to accelerate AI deployment over the next 12 months; 90% have integrated AI tools into internal systems; and 90% are using or evaluating frontier models for cyber defense. AI applications now span front-, middle- and back-office functions. Agentic AI is used mainly for search, content, development and operational workflows, as well as in some transaction-related scenarios. On the same day, Julia Leung said at FinTech Week that the SFC would issue a principles-based practical guide for highly autonomous AI and develop a cybersecurity framework for licensed institutions.

The regulator has made it clear that people must remain accountable: no matter how powerful the models become, accountability and human oversight must not be loosened.
