Check the dates. The $4M comes from TH1YKH9M, an OTC address with no label. Since Oct 11 it sent 2.0M USDT and 3.66M TRX to one Binance deposit (TMxnc) and 829K USDT and 1.57M TRX to another (TCrb6).
The hacker's money reached TH1YKH9M on Oct 30. TMxnc got its last deposit at 00:00 UTC that day, before the hacker's money arrived. TCrb6 got one transfer after it: 29,342 TRX at 14:47 UTC, about $9.8K.
So it is an OTC desk with Binance accounts, as Arkham says. But the hacker's share of the $4M is about $9.8K.
