Binance plans to resume withdrawals in batches today between 14:00 and 17:00. Cross-platform fund transfers will reopen by asset and network.

If you want to top up your Binance balance from another platform to hedge, the biggest concern is that the market opportunity arrives while your funds are still in transit. Can the resumption window be treated as the time funds will arrive? This announcement only confirms the list of channels in the first batch; actual availability and arrival times still need to be checked individually.

One easy-to-miss detail: for BASE, the first batch lists ETH and USDC, but not USDT. The Ethereum, BSC, and TRX networks, among others, do list USDT. The network you use for the same stablecoin balance affects which transfer routes are available; the receiving platform must also support the relevant asset and network. Binance warns that delays may occur initially, and being on the list does not mean a channel will open at the same time as the others.

Traders who already have funds on both platforms can complete trades on each platform and then transfer funds to rebalance, but this means tying up funds across both platforms. Those relying on an ad hoc transfer to top up margin risk liquidation on the other platform while the transfer is being processed. Using another network or converting assets first also adds network fees, spreads, and conversion costs.

So whether a cross-platform price spread can actually be captured depends on executable quotes, fees, and the time it takes for funds to arrive. If transfers are still slow after the channels reopen, funding plans will need to be recalculated. The planned window is no guarantee that funds will already be available.
