On October 30, about $6.3 billion was stolen from a hot wallet. In an official update on October 31, Binance said the replenishment rate had risen from 80% to 90%. All ten assets—BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD, and ZEC—are now fully backed by reserves at 100%. The remaining 10% consists not of major coins, but of less liquid long-tail tokens. Binance is continuing to buy them on the market and through OTC transactions until the figure reaches 100%. The funds come from SAFU, the Futures Insurance Fund, and the company’s own funds; users will not bear any losses. A new Proof of Reserves snapshot was taken at 08:00 that same day. The zero-knowledge proof is expected to be generated by November 3, when each user will be able to verify their assets 1:1.
Put simply: an announcement can say “covered,” but the PoR snapshot and on-chain balances are the evidence. At least this time, Binance has provided something that can be reconciled—not just a verbal promise.
