A major recovery milestone has been reported in the Binance security incident.

According to the October 31 announcement supplied, Binance says it has increased coverage of the stolen assets from approximately 80% to 90%.

But the more important question is how the recovery is being funded—and what remains unresolved.

📊 1. THE RECOVERY UPDATE

The announcement reports:

More than $6.34 billion allocated to cover the incident.

90% of affected assets now replenished.

BTC, ETH, USDT, BNB, SOL, USDC, XRP, USD1, RLUSD and ZEC reportedly 100% backed.

The remaining 10% consists of assets outside the top ten, which are less liquid and harder to source.
Binance reportedly intends to absorb the financial impact rather than pass the losses to users.

🛡️ 2. WHERE IS THE MONEY COMING FROM?

Three funding sources were identified:

SAFU: A partial deployment of the Secure Asset Fund for Users.

Futures Insurance Fund: A portion of excess reserves above the required coverage level.

Corporate Treasury: Binance's own company funds.

Importantly, Binance also says it intends to replenish SAFU to approximately $1 billion.

This matters because using an emergency reserve to address one crisis creates another responsibility: restoring that protection.

🔍 3. PROOF OF RESERVES: THE NEXT TEST

The announcement says a new Proof of Reserves snapshot was taken on October 31 at 00:00 UTC.

The full zero-knowledge proof was expected around November 3.

This is an important distinction:

A PoR snapshot provides evidence about asset backing at a particular point in time.

It does not independently establish that every aspect of an exchange's security and operational controls is sound.

Users should still verify their own balances and understand the limitations of PoR.

⏳ 4. WHAT REMAINS?

The next milestones are:

Complete replenishment of the remaining 10%.

Replenish SAFU.

Publish the full PoR proof.

Resume withdrawal services, reportedly targeted for November 1.

These are commitments and projected milestones, not all completed outcomes.

📌 MY TAKE:

The reported move from 80% to 90% is meaningful progress.

But I would not declare the incident resolved yet.

A strong recovery requires more than replacing stolen assets. It requires transparent accounting, verifiable user-asset backing, restored emergency reserves, and a credible explanation of how the security breach occurred.

Binance is now being tested on two fronts: financial resilience and operational security.

The next question is not simply whether Binance can replace the stolen assets.

It is whether users can independently verify that the exchange has emerged stronger.
