According to CNBC, 22 super PACs formed in the final 10 weeks before Election Day had reported roughly $637 million in independent expenditures on House and Senate races by Oct. 29, about one-sixth of all such spending in congressional races this election cycle. Republican-linked groups spent about twice as much as Democratic-linked groups. Many began spending before filing their first regular reports identifying their donors.
