At approximately 03:33 on October 31 (UTC+8), Binance released “Security Incident Update #2.” The announcement recapped that at approximately 04:05 on October 30 (UTC+8), its hot wallet was subject to unauthorized withdrawals, resulting in losses of approximately $6.3 billion in token assets. The company stated clearly that the losses would be fully covered by the SAFU Fund and the company’s own funds, and would not be passed on to users.

The update on the past 24 hours was specific: more than $6.34 billion in company funds had been prepared; over $5 billion worth of the corresponding tokens (including $BTC , $ETH , $BNB and stablecoins) was already in place. Approximately 80% of the stolen funds had been replenished, with the remainder being repurchased through market and over-the-counter channels. Approximately $3 billion in related assets had previously been frozen on-chain, and recovery efforts were ongoing. At this stage, no evidence of wallet private key leaks had been found.

Withdrawals will resume in phases by token, with the goal of making progress within approximately 34 hours. This remains subject to the completion of security checks and system validation. Deposits and other unaffected services will continue to operate normally. Binance also plans to take its first proof-of-reserves snapshot within 12 hours and publish the results by November 2 (Monday). A further update on the technical investigation is expected in approximately 48 hours. The announcement was jointly signed by Co-CEOs He Yi and Richard Teng.
