Mr. Nguyễn Duy Hưng raised an important question: If a crypto exchange is hacked, where will investors’ money go?

🛡️ Security is a matter of survival for crypto exchanges
On October 30, Binance announced a preliminary investigation into the unauthorized transfer of approximately $6.3 billion in digital assets, which is believed to have originated from a compromised computer belonging to a DevOps engineer.
The incident once again highlights the security risks facing digital asset trading platforms.

💰 Exchanges must have the resources to make investors whole in the event of an incident
In May 2025, SSI Digital Chairman Nguyễn Duy Hưng raised the question: if a major incident were to hit a Vietnamese exchange, similar to Bybit’s loss of approximately $1.4 billion, what funds would be used to compensate investors?

🏦 Charter capital serves as a “buffer”
According to Mr. Hưng, the charter capital requirement for organizations operating crypto-asset exchanges is considered the minimum level needed to provide the financial resources to respond to and cover losses if an incident occurs.
He stressed that, alongside technology, the ability to withstand hacker attacks and protect customers’ assets must be the top priority.
