Ripple’s trust bank gets final approval. Why is RLUSD still issued by the original company?
Because issuance and reserve management are two separate roles.
Ripple announced on October 26 that Ripple National Trust Bank (RNTB) had received final approval from the U.S. OCC, following conditional approval in December 2025. This is news from this week, not an approval granted just today; the announcement also should not be taken as proof that the bank has opened for business.
The issuer hasn’t changed: RLUSD continues to be issued by Standard Custody & Trust Company, which is regulated by the New York State Department of Financial Services (NYDFS).
The new layer is in reserves and custody: RNTB is authorized to manage RLUSD’s segregated reserves, act as trustee for reserve assets on behalf of holders, and provide fiduciary digital asset custody services when it opens. This is not simply a matter of replacing the original issuer with a new bank.
The announcement disclosed that RLUSD’s market capitalization at the time was $2.5 billion. This is a measure of the stablecoin’s size, not the bank’s capital, nor a live market figure for today.
What’s worth following is the regulatory division of responsibilities among issuance, reserves, and custody. A license does not guarantee returns on the token; stablecoins and custody still carry operational, credit, and redemption risks.
