Approximately 823 million USDC was reportedly frozen after an abnormal transfer from a hot wallet in the early hours of October 30, but it remains unclear whether the funds have been recovered.

Several public discussions have cited this freeze amount; other reports say that two stablecoin issuers froze a combined total of at least $2.316 billion in related assets. These two types of sources corroborate that a freeze took place, but the evidence currently available does not include original announcements from the issuers or complete on-chain records, so the exact amount remains to be verified.

My view is that USDC’s issuer’s ability to freeze funds currently looks more like an emergency brake than proof that the case is closed. The trading platform involved says users’ funds are safe, while it continues to investigate potential security issues; the size of the abnormal transfer also cannot be treated as the final loss.

Next, we need to see whether the frozen addresses and ownership of the funds can be verified transaction by transaction, and how the frozen assets will ultimately be handled. If the funds cannot be returned for a long time, would you still consider “a successful freeze” to mean that the security incident has been resolved?
