BREAKING: Russia Clarifies Crypto Wallet Rules! 🇷🇺

Bank of Russia makes BIG clarification on Oct 29, 2026! First Deputy Governor Vladimir Chistyukhin confirms proposed non-custodial wallet limits will NOT apply to international settlements.

Key Update:
While domestic crypto use will be restricted from July 1, 2027 — P2P transactions banned and transfers from licensed accounts to self-custody wallets prohibited with 300,000 rubles annual purchase limit — cross-border trade settlements remain FULLY OPEN.

Non-custodial wallets, stablecoins and crypto will still be permitted for foreign trade settlements via licensed channels. Assets can move between regulated foreign custodial platforms and Russian depositories.
Bank also approved Sberbank to operate a state-regulated crypto exchange. The move aims to contain domestic ownership while preserving crypto for international payments, addressing $7.2B capital flight concerns.
Domestic = Restricted, Cross-Border = Open. Regulatory clarity incoming!
