Fed Holds Rates Despite Two Dissents in Favor of a Hike: BTC Breaks Above $81,000—Has Risk Appetite Really Strengthened?
In the early hours of October 29 Beijing time, the Fed did not signal a “full pivot to dovishness”: the FOMC voted 10–2 to hold the federal funds target range at 3.75%–4.00%, while two members, Lisa D. Cook and Beth M. Hammack, preferred a 25-basis-point hike. The statement also said economic activity had been expanding at a solid pace, inflation remained elevated, and more information was needed.
This is the central tension reflected in the current Binance Square trending chart: “#FOMCMeeting” ranks No. 10, with 1,525 people discussing it. Another related topic, “#BitcoinBreaksAbove$81,000,” ranks No. 6, with 356 people discussing it. BTC has indeed crossed $81,000, but “rates unchanged” does not mean liquidity will immediately ease, let alone that a trend reversal is complete.
First, spot markets. Binance BTC/USDT spot trading: https://www.binance.com/zh-CN/trade/BTC_USDT . As of 04:58:51 Beijing time, BTC spot was around 81,298.06 USDT, up 0.620% over 24 hours. The 24-hour high and low were approximately 81,823.00 and 80,397.14, with quote volume of about 1.0688 billion USDT. This price action suggests the market remained relatively strong after the statement was released, but the timing of the market move relative to the event only shows correlation and does not, by itself, prove that the rise was driven by the FOMC.
Next, perpetual futures. Binance BTC/USDT USDⓈ-M perpetual futures: https://www.binance.com/zh-CN/futures/BTCUSDT . At the same timestamp, the latest perpetual price was around 81,272.60, up 0.660% over 24 hours, with quote volume of about 10.3307 billion USDT; the mark price was around 81,270.31, the latest funding rate was approximately +0.0100% per settlement period, and open interest was about 95,553.491 BTC. Higher perpetual futures volume than spot volume does not mean there was net buying in spot markets; a positive funding rate only indicates that longs are currently paying to hold positions, and does not, by itself, prove that the market has entered a one-way uptrend.
More importantly, confirmation at the close. The most recently closed BTC spot 4-hour candle (00:00–04:00 Beijing time) opened at around 80,553.13, reached a high of 81,621.17 and a low of 80,400.00, and closed at 81,585.39, with quote volume of about 290.05 million USDT. The current 04:00–08:00 candle has not yet closed; its intraday high is around 81,788.56, so an intraday breakout before the close should not be treated as trend confirmation. The local BTCUSDT 4-hour chart on the cover is also only for observing price structure and indicators; it is not a source of FOMC facts.
My assessment is that the short-term impact of this FOMC outcome on BTC is more that “risks did not continue to worsen” than that it has already opened up a new easing trade. Keeping the target rate range unchanged gave risk assets some breathing room; however, the two dissenting votes for a rate hike and the statement that “inflation remains elevated” also limit the market’s ability to interpret it as a strongly dovish pivot. Next, the event assessment should be split into two steps: first, see whether BTC can hold the 81,600–81,800 area at the 4-hour close; then, see whether spot volume continues to follow through, rather than looking only at perpetual prices and funding rates.
What would invalidate this assessment? If BTC later closes a 4-hour candle firmly above 81,800, with spot volume expanding and perpetual open interest not becoming crowded alongside a rapidly rising funding rate, the view that risk appetite is strengthening could be revised upward. If the price falls back below 81,000, or perpetual open interest rises while spot buying support weakens, this breakout would look more like a short-term, event-driven fluctuation. If subsequent remarks by officials continue to emphasize inflation risks and the market again raises its expectations for rate hikes, the positive effect of holding rates steady could also be repriced.
