The number of active addresses counts the addresses that have made transfers over a period of time, and is often used as one of the metrics for gauging network usage.
A large transfer into an exchange could mean the holder is preparing to sell, but it could also be for use as futures margin, market-maker rebalancing, or simply the exchange reorganizing its own wallets. You can’t draw a conclusion from a single transaction alone.
