This upgrade focuses on protocol capabilities: BEP-703 Payment Lane reserves 5% of Gas per block by default for eligible payment transactions, adjustable by governance up to 10%; BEP-702 introduces a CAS20-compliant asset foundation (for stablecoins/RWA-type assets), while token creation and policy registration still require separate activation later; BEP-706 exposes millisecond-level timestamps to contracts via the 0x70 precompile.
