OCC Gives Final Approval: Ripple National Trust Bank Is Cleared to Launch

CoinDesk reports that the U.S. Office of the Comptroller of the Currency (OCC) has given final approval to Ripple National Trust Bank (RNTB). CEO Brad Garlinghouse announced on X late Monday that the application was filed in July 2025, received conditional approval that December, and officially cleared its final hurdle this week. The trust bank will manage reserves for the RLUSD stablecoin and provide institutional-grade custody services. RLUSD will continue to be issued by New York State-regulated Standard Custody & Trust Company, creating a dual state-and-federal regulatory framework. RLUSD has a market capitalization of about $2.5 billion, with reserves consisting mostly of cash and cash equivalents such as U.S. dollar deposits and Treasury securities, much of which is held by BNY.

[Analysis]
A federal trust charter brings stablecoin reserves and custody under the national banking regulatory framework. It’s another concrete sign of institutional adoption following the implementation of the GENIUS Act: compliant channels are worth more than slogans.

[Opportunities/Risks]
Watch the pace of RNTB’s launch, institutional custody for RLUSD, and cross-border payment use cases. The charter is positive for the narrative, but it doesn’t mean the price will necessarily rise in the short term. Also keep an eye on how it aligns with the GENIUS Act’s detailed rules and on reserve transparency.

Which matters more to you: the federal charter or RLUSD’s actual usage?
