Came across an update from Alpaca official: its Middle East entity, Alpaca Clearing & Custody ME Ltd (Alpaca Middle East), has received in-principle approval (IPA) from the Financial Services Regulatory Authority (FSRA) of Abu Dhabi Global Market (ADGM), moving its financial services license application forward.

Key point: this is not yet a formal Financial Services Permission, and it does not authorize the company to operate in ADGM. Once it receives the final permission, it plans to offer brokerage and virtual asset custody services within the approved scope, bringing its API brokerage infrastructure to institutions in the Middle East.

CEO Hatem ElAraby said the UAE is a hub connecting regional and global markets. Alpaca already has regulatory presence in the US, UK, Europe, Japan, India, the Bahamas, and elsewhere, with partners across around 50+ countries. In-principle approval is just a first hurdle—the company still needs final permission before launching operations.
