The Fifth Plenum opens today; the CSI 300 has fallen for 11 straight weeks and entered a bear market: Is a “policy floor” what A-shares have been waiting for?

1) Reuters, 10/26: Chinese blue-chip stocks fell about 1% early Monday. The Fifth Plenary Session of the 20th Central Committee opens today in Beijing and runs from 10/26 to 10/29. Bloomberg data show the CSI 300 has fallen for 11 consecutive weeks.
2) CGTN/Xinhua: The September Politburo meeting set the agenda for this plenum to review a decision on “consistently advancing full and rigorous Party self-governance.” Recommendations for the 15th Five-Year Plan were already adopted at last year’s Fourth Plenum.
3) CNBC/LSEG: The CSI 300 entered a bear market on 10/22, down 20% from its June high. On 10/23, ETFs favored by the “national team” saw a surge in trading volume; the index turned positive late in the session and closed up 1.7%. But it still fell 1.6% for the week, its longest losing streak since the index was launched in 2005.
4) Backdrop for the same week (Reuters): The Nikkei fell about 0.5% early in the session, while the KOSPI was down nearly 20% so far this month; Brent fell back to around $115; BTC was around $79,900.

【View】The focus of this plenum is Party building and governance, not economic stimulus. If markets are betting on a “big post-meeting announcement,” they will probably be disappointed. The real support is more likely to come from ETF buying by the “national team” and the pace of fiscal measures to come. Eleven straight weeks of declines have brought valuations back to around the level seen after most of last year’s gains following “9/24.” Sentiment is extremely pessimistic, but what’s missing is a fundamental catalyst: weak domestic demand, slowing earnings growth, and cooling global enthusiasm for AI trades.

【Opportunities/Risks】
- Watch for the plenum communiqué around 10/29: language on “stabilizing growth” or “boosting consumption” could trigger a short-term rebound; if it focuses only on governance, expectations may be dashed.
- Watch whether trading volumes in “national team” ETFs continue to rise. This is the most direct support signal in this downturn.
- There are many external variables: the Fed’s 10/28 rate decision, South Korean and Japanese memory-chip company earnings, and oil prices. Any major surprise could spill over into Hong Kong and A-shares.
- Crypto markets: When risk appetite is weak in Asia, BTC faces pressure near the $80,000 level. Watch its correlation with U.S. tech stocks.

Do you think a “policy floor” is already in place for this A-share downturn, or do we still need to wait for real fiscal stimulus?
