U.S. stablecoin regulation has taken a key step forward. The Office of the Comptroller of the Currency (OCC) has finalized rules implementing the GENIUS Act, clarifying requirements addressing reserve, redemption, and custody risks for payment stablecoin issuers. Notably, the rules do not yet include anti-money laundering or OFAC sanctions provisions; the Treasury Department will coordinate work on those at a later stage. The Act and final rules are scheduled to take effect on January 18, 2027. The OCC has not yet announced a timeline for accepting issuer applications or exemption requests.
