$牛来 Jin10 Data, Oct. 25 — Russian Deputy Foreign Minister Grushko said the EU’s position on a final settlement of the Ukraine issue excludes Europe from the negotiating process. Earlier reports said European countries were discussing who should negotiate with Russian President Vladimir Putin on resolving the conflict in Ukraine. Grushko said: “If you want peace, you should first stop supporting the regime in Kyiv. Moreover, the position they have outlined on a final settlement effectively excludes Europeans themselves from the negotiating process. That is because they demand, first, that the borders be restored to their 1992 extent; second, that Russia pay reparations and punish those responsible; and, in addition, that foreign forces be deployed on Ukrainian territory if Ukraine cannot join NATO.” He stressed that the EU’s main policy at present is to inflict a strategic defeat on Russia—to contain Russia, deprive it of resources for development, and cut off its strategic transport routes.
