This is an exploration, not a launch. Consumer-facing features will arrive in phases, subject to Korean legal and regulatory review.

Square Tech is developing a stablecoin payment program for foreign tourists Lordsystem, a Korean mobile identity company. Visitors would verify their identity with a mobile passport and pay participating merchants in US dollar stablecoins. GOAT is exploring how its agent payment technology could fit in.

At KBW 2026 in Seoul, 310 purchases were made through a live AI agent over two days. For most people, it was their first agent-powered purchase. They wanted to know when it would work beyond a booth.

Interagency consultation reported to be in its final stage on October 8.

Identity comes first: each agent is planned to have a verifiable onchain identity based on ERC-8004, with user authorization, spending limits and transaction records.

Tourists are a practical starting point. Foreign card failures and apps requiring local phone numbers can make payments difficult.

CEO Kevin Liu said agent payments remain below 1% of e-commerce activity, with the average payment at 32 cents, mostly machines buying data from machines.
