The SEC has finally published its “sandbox list” for tokenized stocks.
On October 22, the SEC named three companies planning to operate tokenized securities trading venues under the Innovation Exemption announced on September 17: TSV LLC (a Puerto Rico company, filed on September 23, using the Canton network, with trading pairs against USDC and Brale’s SBC stablecoin); OKXICE (a 50/50 joint venture between OKX and NYSE parent company ICE, filed on October 4, using OKX’s Layer 2 network, X Layer, with an initial 63 U.S. stocks including Nvidia, Tesla, and Apple, traded 24/7 in Uniswap v4 pools); and Kephas (a U.S. subsidiary of Perpetuals, filed on October 14, using Kronos X, founded by former FTX Europe head Patrick Gruhn).
The rules are also clearly defined: the exemption lasts five years, until September 17, 2031; trading volume for any one stock cannot exceed 0.25% of its daily average; and a maximum of 75 tickers may be listed. Public companies have 30 days to object, and if they reject a listing, it cannot go ahead.
Ironically, just two days earlier, on October 20, 16 companies jointly opposed OKXICE’s tokenized stock plan. Traditional finance wants to move on-chain, while blockchains want to become compliant. This tug-of-war is only just beginning.#代币化 #RWA #SEC #美股上链 #OKX
