OCC finalizes GENIUS Act rule. What changed?
Confirmed:
1:1 reserves.
Redemption within 2 business days.
Minimum capital of US$5 million, required even after the first 3 years.
Effective January 18, 2027.
On yield:
The prohibition applies to issuers that pay yield solely for holding the stablecoin.
OCC dropped the presumption against third-party rewards.
Assessment will be case by case.
No protection for existing programs and no deadline to comply.
What’s still missing:
AML, BSA, and sanctions rules.
Coverage only for issuers supervised by the OCC.
My opinion:
The situation is less certain than the headlines suggest.
Exchanges offering USDC rewards need to prove compliance program by program.
Will rewards evolve into activity-based incentives?
This is not financial advice. Do your own research.
