A Listing Is Not a Green Light: Tokenized Securities Trading Venues Still Await Key Validation

Golden Finance reported on October 22 that the U.S. Securities and Exchange Commission said three companies had notified it of plans to operate tokenized securities trading venues (TSVs) under a new innovation exemption policy. This refers to submitted plans, not approvals or venues that are already live. The report said that OKXICE plans to operate on X Layer, OKX’s Ethereum Layer 2 network, while the other two companies have chosen different networks.

More importantly, the SEC said that being included on the list does not mean the companies have met the conditions for the innovation exemption. For $ETH , this at most indicates that a team intends to deploy a securities trading venue on an Ethereum Layer 2 network; it does not mean that trades have taken place, users have joined, or that this has created additional demand for ETH. $BTC is also not the network selected to host this plan, so there is no need to generalize the news as meaning that all crypto assets will benefit.

I would wait for two kinds of evidence: whether the exemption conditions have been met and whether the platform is actually operating; and how the scope of trading, participants, and settlement mechanisms are arranged. Without these details, this looks more like a list of plans under a regulatory framework than proof that securities trading has moved on-chain.
