⚖️ Six major blockchain networks jointly write to the SEC: Don’t just “explain” it—put it in the rules
Chainlink Labs, Hedera, Aptos Labs, Ava Labs, the Stellar Development Foundation, and the Cardano Foundation have jointly written to the SEC.
Their core request boils down to one thing: move the definition of “digital commodity” from the explanatory preamble into the legally binding text of the rules.
Here’s the background:
🔹 In March 2026, the SEC and CFTC jointly explained that ADA, HBAR, XLM, APT, AVAX, LINK, and others are digital commodities, not securities.
🔹 But in the crypto rules proposal released in August, this definition appeared only in the explanatory section, not in the actual rule text.
Here’s what they’re specifically asking for:
🔹 Explicitly define digital commodities as not being securities
🔹 Make clear that secondary-market trading does not, by default, constitute an investment contract
🔹 Make the safe harbor opt-in
🔹 Build on the March framework to provide long-term certainty
My take: Language in a preamble can be interpreted differently when a new administration takes over; putting it in the actual rule text is what makes it real. The significance of this letter isn’t “which coin will benefit,” but that projects are finally pushing for rules that won’t change with personnel. The proposal is still going through the process, though, and the final wording is uncertain—don’t treat a joint letter as a done deal and chase the market.
Do you think these coins will make independent moves once regulations are clarified, or will they still follow BTC?
