$ETH $SOL #BTC U.S. OCC issues final GENIUS Act stablecoin rules, effective January 18, 2027
October 21, 2026, 19:07
According to The Block, the U.S. Office of the Comptroller of the Currency (OCC) has officially issued the final implementing rules for the GENIUS Act, becoming the first regulator in the United States to complete stablecoin rulemaking. The rules will officially take effect on January 18, 2027.
Core Regulatory Framework
Issuers and pathways: Establishes a regulatory framework for authorized stablecoin issuers and clarifies the specific pathways for banks and non-bank institutions to engage in payment stablecoin activities.
Cross-border issuance and custody: Also sets regulatory standards for foreign stablecoin issuers, along with requirements related to asset custody.
Reserves and audits: The GENIUS Act requires stablecoins to be fully backed by dollars or similarly liquid assets and to undergo annual audits.
Highlights of the rules: Adjustments to rewards
The final rules are more permissive than the initial proposal regarding stablecoin rewards:
Issuers are still prohibited from paying interest directly to stablecoin holders.
Presumption removed: The previous presumption that certain business relationships between issuers and third parties could constitute a violation has been removed; such cases will instead be reviewed individually.
Regulatory backstop: Officials said that the OCC may still take enforcement action if it finds arrangements that clearly circumvent legal prohibitions.
This is positive news. By year-end, we'll see 4,000 ETH. Let's wait and see!!!
