Arbitrum proposes adding 100 million ARB to support USDG: Can incentives generate real demand for the stablecoin?

At 22:41 Beijing time, the Binance Square trending list ranked “#ArbitrumProposalSeeks100MillionARBToBoostUSDGAdoption” fifth, with 15 Discussing shown on the page. The actual event is not that “Arbitrum has already spent 100 million ARB,” but rather a stablecoin growth proposal still going through governance: the Snapshot stage currently shows 99.0% in favor, but on-chain voting has not yet begun.

The proposal seeks to add another 100M ARB to the DRIP budget, expanding support for liquidity, protocol incentives, and partnership arrangements. It would also allow Arbitrum’s treasury framework to deploy a portion of its assets to support USDG and include AEP fees in the treasury portfolio. On October 15, Arbitrum officially announced the Stablecoin Growth Program. Eligible protocols that adopt USDG as their primary stablecoin can participate in the incentives. The first 10 teams to reach $10 million in USDG TVL (30-day average) will each receive 200,000 ARB.

What this means for ARB is that it turns “ecosystem growth” into an explicit budget and governance choice. Supporters argue that Arbitrum already has around $4 billion in stablecoins, and that if USDG grows, Global Dollar Network revenue sharing could become dollar-denominated income for the DAO, with some of that income then reinvested in the protocol and liquidity to create a growth flywheel. Critics worry that the 100M ARB is an upfront expense, while revenue, KPIs, retention targets, and some partnership terms have not been fully quantified in the public proposal. If funds leave once the subsidies are withdrawn, TVL may be nothing more than “rented liquidity.”

First, the ARB spot market: in the 22:41 snapshot, Binance ARB/USDT spot was around $0.1986, up 1.742% over 24 hours, with approximately 24.74 million USDT in trading volume. ARB/USDT spot trading link (for monitoring whether governance expectations are being met with spot demand):

My view is that this is more of a medium-term test of “budget efficiency” for ARB than an unambiguous positive. If the proposal passes, it would indeed create another use case for ARB in USDG incentives, but there are several steps between allocating tokens, distributing incentives, and creating sustained demand for ARB. If selling pressure from incentives outweighs new capital and fee revenue, the price may not benefit in the short term. Conversely, if after governance approval each phase’s net USDG growth, 30/90-day retention after subsidies, protocol revenue, and net treasury returns are made public, the market may reprice this from “paying out subsidies” to “buying a growth asset.”

Perpetuals cannot replace evidence of real adoption. ARBUSDT USDⓈ-M perpetuals were around $0.19838, up 1.650% over 24 hours, with open interest of approximately 286.1 million ARB and a latest funding rate of around 0.003302%. ARB/USDT USDⓈ-M perpetual trading link:

It is important to distinguish USDG from tradable assets here: I could not verify a USDGUSDT trading pair in Binance’s spot market information, so I won’t provide a fabricated USDG trading link. As a reference for ecosystem risk assets, ETH/USDT spot was around $2,467.11, up 2.894% over 24 hours. ETH/USDT spot trading link:

Next, I’ll be watching three things, rather than just whether ARB rises: first, the participation rate and breakdown of opposing votes when the Snapshot vote ends on October 22; second, whether the on-chain vote passes after October 29, and whether the 100M ARB is disbursed in phases; and third, whether USDG supply growth persists after subsidies end, with revenue, costs, net treasury returns, and protocol retention disclosed monthly. If only the vote passing, ARB’s price, and perpetual OI rise in tandem, without data on USDG retention and net returns, that should not be presented as stablecoin demand having already materialized.
