Samuel Vance-Law highlighted oversight gaps in the White House AI agreement: it lacks rules on choosing auditors, the scope of reviews, disclosure of results, and penalties for violations.

The agreement was signed by Nvidia, OpenAI, Anthropic, Google, Meta, and xAI on September 29, and Mr. Trump called it โ€œmorally binding.โ€ In practice, each company chooses its own auditors and determines the scope of the review.

Vance-Law, director of research at the Center for Decentralized Research, cited an assessment showing that 16 companies fulfilled an average of just 53% of their voluntary commitments to the White House in 2023. Of these, 8 companies scored zero on the criterion for supporting external bug detection.

He proposed that audit firms be independently selected to determine the scope of inspections; companies must disclose their audit firm and the scope of the assessment. Oversight should be carried out by an organization independent of the companies.
