77 countries are set to begin sharing personal wallet data simultaneously by 2028. Will there still be room for whales to move discreetly in the market?

The Australian Treasury has just published draft legislation to implement the OECD’s CARF framework, tightening identity and P2P transaction reporting and enabling the tracing of users’ unhosted wallet addresses. For major players, the gradual loss of cross-border anonymity across 77 countries means they must plan their capital flows well in advance.

At the time of writing, $BTC is hovering around $81,792.3, while $ETH has pulled back to $2,424.95—there are no signs of a panicked sell-off. This is exactly the kind of environment whales like to use legal news as a pretext to hunt liquidity on both sides, shaking out weak leveraged positions before accumulating again.

I’m watching the 81,000–81,500 $BTC range: if the price rebounds and confirms here, whales are accumulating; if it breaks below, the liquidity further down becomes the real target. As for futures, wait for confirmation—don’t try to catch a falling knife.
