The European Banking Authority (EBA) has officially designated $USDC as the EU’s first “significant electronic money token,” bringing Circle under stricter regulation.

Starting November 12, the EBA will directly supervise Circle’s capital, reserves, liquidity, and redemption safeguards, requiring at least 60% of its reserves to be held in segregated bank accounts—far above the 30% threshold previously applied to ordinary issuers. Circle’s corporate governance and day-to-day operations will remain under the supervision of France’s ACPR.

If Circle meets the requirements without affecting liquidity, $USDC will further strengthen its position in regulated payment use cases in Europe.
