The Bund’s lights, CZ’s smile, and a public blockchain quietly advancing its plans in the gray zone
Solana put an ad on Citigroup Tower and moved its office into Shanghai Tower.
On October 14, Solana Chief Product Officer Vibhu posted a photo overlooking the Huangpu River, announcing that the company had secured “the world’s highest commercially usable office space.” Foundation Chair Lily Liu and Rachel Conlan, who had just left her role as Binance CMO to become Solana’s Chief Strategy Officer, followed up with their endorsements. Across the river from the Bund, the LED screen on Citigroup Tower in Lujiazui lit up: “Solana Shanghai Builder Station.”
On October 15, CZ reposted Conlan’s post: “It’s amazing that Solana can advertise in China and even set up an office. BNB Chain still can’t do that so far. 🤣 Hope what’s good for one player is good for others too.”
That “🤣” said far more than the billboard.
1 | Not compliance, but “building a tech ecosystem just inside the gray zone”
The red lines clamp down on financial activity: issuing tokens, ICOs, market-making and matching, promoting token prices, and onshore RWAs. But a side door remains open for tech: open-source architecture, developer communities, hackathons, and technical events without token branding.
The agenda for Solana Accelerate China (10/16–22, Shanghai, Hangzhou, Shenzhen, Beijing) is all infrastructure, AI, and robotics. Its Hongqiao Station site is billed as a developer hub. The billboard says only “Builder Station”—not a hint of SOL. Sand off the financial edges, put on a tech disguise, and slip through the gray-area gap left open by industrial parks’ enthusiasm for AI.
2 | The inside story is in the people
Rachel Conlan left her role as Binance’s global CMO only in September to join Solana. Barely a month later, her first big move landed on Shanghai’s skyline. Planting a flag where a former employee would struggle to make headway for her old employer—CZ’s frustration reflects the liability of an exchange label under tight regulation.
3 | Why make a move now?
The engineer advantage is shifting from meme-coin gamblers to AI and hardware geeks. Full-stack engineers and the embodied-intelligence supply chain are concentrated in the Yangtze River Delta and Pearl River Delta. Local governments want technological know-how to take root; public blockchains want developers. Each gets what it needs.
The lights are on, the sign is up, and no one mentioned tokens. How long they can stay in the gray zone depends on when the next policy document arrives.
