On October 14, the European Banking Authority (EBA) designated Circle’s $USDC as a “significant electronic money token” (significant EMT) under the Markets in Crypto-Assets Regulation (MiCA). There are 45 electronic money tokens notified to the EU, and USDC is the first to receive this classification. Its issuer in the euro area is Circle Internet Financial Europe SAS.
From November 12, USDC will be subject to MiCA’s dual supervision regime for significant EMTs. The EBA will assume direct supervision from the French Prudential Supervision and Resolution Authority (ACPR) over matters including own funds, reserve assets, liquidity requirements, and recovery and redemption plans. The ACPR will remain responsible for corporate governance, qualifying shareholders, fit and proper assessments, outsourcing, and conflicts of interest. The EBA also noted that it has signed a memorandum of understanding with the New York State Department of Financial Services to facilitate cross-border information sharing on stablecoin supervision. The classification will be reviewed annually. This decision applies only to $USDC and does not cover EURC, which is issued under the same license.
