USDC, issued by Circle Internet Financial Europe SAS, has been classified by the European Banking Authority (EBA) as a significant electronic money token (EMT) under the Markets in Crypto-Assets Regulation (MiCA).

USDC is the first token to be classified in this category. According to information on the EBA’s official website, a total of 45 EMTs have completed the MiCA notification process in the European Union (EU).

As of November 12, 2026, the EBA will take over from the French Prudential Supervision and Resolution Authority (ACPR) responsibility for supervising USDC with regard to own funds, reserve assets, liquidity requirements, and recovery and redemption plans.

ACPR will continue to supervise areas such as corporate governance, qualifying holdings, outsourcing activities, and conflicts of interest. The EBA has also signed a memorandum of understanding with the New York State Department of Financial Services (NYDFS) to strengthen cross-border cooperation in stablecoin supervision.
