Richard Teng is a veteran leader with over three decades of financial services and regulatory experience. In August 2021, he joined Binance as the CEO of Binance Singapore.​

Soon after, he was responsible for the MENA region, Europe, and eventually all regions outside the United States as Binance’s regional market leader. In this role, he leads regional teams to secure strategic partnerships, cultivate innovation ecosystems, and expand the cryptocurrency ecosystem within their respective regions.

In November 2023, Richard took over from Changpeng Zhao and became the new CEO of Binance.

Prior to joining Binance, Richard was the CEO of the Financial Services Regulatory Authority of Abu Dhabi Global Market (ADGM), where he demonstrated his capabilities as one of the most innovative regulators in the world.

Richard's extensive experience also includes roles as chief regulatory officer at the Singapore Exchange (SGX) and corporate treasurer at the Monetary Authority of Singapore. Richard holds a Master of Applied Finance (with distinction) from the University of Western Australia and a Bachelor of Accountancy (First Class) from Nanyang Technological University.
