In the two weeks leading up to the second round scheduled for 25/10, the government announced a package aimed mainly at fuel and MEIs.

The latest announcements, made in the final stretch of the campaign:

1. Package for MEIs — announced on 13/10 at the Planalto:
- Forgiveness of R$ 12,6 billion in tax debts owed to the federal government by 3.6 million MEIs, subject to congressional approval
- Desenrola 3.0 for MEIs: purchase of up to R$ 6 billion in bank debt, requiring creditors to offer a minimum discount of 90%.
- Pix MEI: transfer of up to R$ 5 thousand per entrepreneur as seed capital; it is not a loan, and women will have priority.
- New revenue cap: from R$ 81 thousand today to R$ 110 thousand in 2027 and R$ 140 thousand in 2028, with invoices no longer required for sales to individuals.

2. Fuel — announced on 09/10:
- Eliminate federal taxes on gasoline: the benefit rises from R$ 0,63 to R$ 0,89 per liter, eliminating PIS/Cofins and Cide for 30 days.
- Additional subsidy for imported diesel of R$ 1,40 per liter, on top of the existing R$ 2,12
- Maintain the tax exemption for ethanol and increase the subsidy from R$ 0,25 to R$ 0,43 per liter.
- Total cost estimated at R$ 5,2 billion for one month.

3. Other measures that had been mentioned as part of the election package:
- A 15% increase in Bolsa Família, from R$ 600 to about R$ 69.
- R$ 500 million for discounts under Minha Casa, Minha Vida; R$ 4 billion for the Move Brasil vehicle financing program; and R$ 4 billion for Desenrola Adimplentes.

“The government says the fuel measures are a response to rising oil prices due to the war, and that the MEI package is intended to restore productive capacity. The opposition has described it as an election giveaway package.”
