The notice proposes optimizing the classified regulatory model by bringing the grid-connected electricity generated by both public and captive coal-fired units under a unified regulatory framework. For units whose pollutant emissions exceed the applicable limits, environmental protection electricity price payments may be deducted in accordance with the law or administrative penalties imposed. The notice also clarifies circumstances in which exceedances caused by objective factors will not be deemed price violations.
