Thailand has finalized the rules for domestic crypto ETFs—it’s not just another announcement that they’re in the works. The SEC has issued 11 formal notifications, effective October 16.

First, the key facts: initial ETFs may only passively track a single asset, either $BTC or $ETH ; average net exposure over the fiscal year must be at least 80% of NAV; custody must be provided by a digital asset custodian regulated by Thailand’s SEC; trading is limited to the Stock Exchange of Thailand (SET); and brokers may not offer margin financing for these ETFs.

The accompanying measures are worth a closer look: local mutual and private funds will be allowed to buy crypto ETFs listed in Thailand, while products related to offshore crypto ETFs aimed at retail investors will be temporarily restricted (for example, depositary receipts linked to offshore ETFs). The door is open—but investors must use the local channel.

One more point: a regulatory framework ≠ approval for any specific product to be listed. Next, let’s see who is first to pass the AMC readiness review and get listed on the SET.
