My answer: At the system level, Bitcoin records amounts as whole numbers of satoshis. The decimals shown in wallets are just conversions. Outputs that are too small may not be worth the transaction fee when you spend them, and nodes' default policy is not to relay such outputs, treating them as “dust.”
