Concordium embeds identity at Layer-1 rather than adding it later. Every account is created from a verified identity issued by a regulated Identity Provider. Personal data stays off-chain (held by the IDP and the user’s wallet). The blockchain records only cryptographic references. Transactions and interactions use zero-knowledge proofs so users can prove attributes like age, jurisdiction, eligibility, etc without revealing underlying data. No single party (not even Concordium) can unilaterally link an address to a real identity; that requires a regulated multi-party process involving Privacy Guardians under legal process. This design supports compliance requirements across jurisdictions while preserving privacy for normal use. As AI agents and programmable stablecoin payments grow, this protocol level approach provides the missing accountability layer without creating a surveillance database. It is the architectural starting point that most chains still lack. $CCD
