Card purchases can be refunded, so why can’t crypto transfers?
When you withdraw funds from an exchange, once the request has been broadcast to the blockchain, the exchange can’t reverse it either. You can only cancel it while it’s still under review.
Anyone who claims they can recover coins you’ve already transferred and asks you to pay upfront is almost certainly a scammer.
