The key point is “deep integration of the real economy and the digital economy”: improving systems for determining data ownership, market transactions, benefit distribution, and rights protection; piloting data as a factor of production; optimizing the layout and operation of national data infrastructure; advancing initiatives such as “East Data, West Computing,” intelligent manufacturing, and the industrial internet; and improving policies for both the industrialization of digital technologies and the digital transformation of industries, with the goal of creating internationally competitive digital industry clusters.
A high-level policy document puts the computing power network and the “national blockchain network” in the same sentence. How the subsequent pilots and infrastructure projects are implemented is more worth watching than the slogans.
