I've been asked this several times, so I'll answer directly.
Layer 2 refers to scaling networks built on top of the Ethereum mainnet. Transactions are executed on Layer 2, and the results are then submitted to the mainnet.
Layer 2 can save money because many transactions are bundled together and written back to the mainnet, with the mainnet costs shared among those transactions.
$ARB and $OP are the governance tokens for Arbitrum and Optimism, respectively. The current price is 0.1852.
