Bitcoin is becoming popular not only among individual investors—adoption is also growing among countries, according to crypto analyst Willy Woo.

Countries’ Bitcoin holdings are rising: In 2016, only 2 countries held Bitcoin, but by 2025, that number had risen to 23.

Individuals vs. governments: In 2025, individuals reduced their holdings by about 696,000 BTC, while nation-states added around 135,000 BTC.

Global adoption: According to Willy Woo, about 5% of the world’s population owns Bitcoin, while roughly 12% of countries hold Bitcoin and 8% of countries have policies to acquire or hold it.

US is the largest holder: According to Arkham data, the US government holds around 324,527 BTC, worth about $28 billion. A large portion came from criminal and civil forfeitures.

After the US: China and the UK are also major government holders of Bitcoin.

Future changes: According to River’s projections, individual ownership may decline further, while government and corporate Bitcoin holdings are likely to grow.

In simple terms: The Bitcoin ownership landscape is gradually changing. Alongside individual holders, governments and institutions are also becoming major Bitcoin holders.
